Jordan Rae Hillman, AICP
Community Development Director
Jordan Rae Hillman joined the City of Brandon as community development director in October 2014. She has over 10 years of experience in planning and design. Previously, she served as director for the Canton Chamber of Commerce Main Street Association. Her work has focused on downtown development, urban design, historic preservation, and capacity building. She is an American Institute of Certified Planners (AICP) member and a member of the American Planning Association (APA). She earned her bachelor’s degree in Landscape Architecture from Mississippi State University, and master’s degree in City and Regional Planning from the University of Memphis.
Matthew Hinton joined the City of Brandon as city planner in January 2017. He earned his bachelor’s degree in Geosciences from Mississippi State University, and a master’s degree in Community Planning from Auburn University. Matthew earned a certificate of Geographic Information Systems and Remote Sensing from State before taking part in Auburn University’s Urban Studio Small Town Design Initiative. A native of Rankin County, he has returned home to Mississippi following three years of planning work in the Mobile, Alabama area. Matthew’s duties include code enforcement and zoning administration, as well as plan reviews and long-range planning.
Donnie Sullivan joined the City of Brandon in the community development office in April 2017. He previously has served at the City of Gallatin, City of Pearl, and City of Richland. He currently is acting as building official and chief building inspector. In his day-to-day duties he issues permits, performs inspections, directs plans review, and performs building official duties. He is a certified Building Official, Building Inspector, Code Inspector, and Flood Plain Manager.
Code Enforcement Officer
Heather Parish joined the City of Brandon in the community development office in September 2015. She was a transfer from the City of Brandon Police Department where she served as a dispatcher. Her day-to-day duties include property maintenance inspections, rental inspections, and residential building inspection. Heather has completed training in the 2012 International Property Maintenance Code. She holds an associate’s degree from Hinds Community College in Criminal Justice and has previously worked as a correctional officer, dispatcher, and welding clerk.
Lori Sarver joined the City of Brandon in the community development office in April 2017. She has over 15 years’ experience in office management and business administration. Her day-to-day duties include managing the office, processing permits, applications, complaints, and dispatching inspections. She is the main contact for the Office of Community Development and the person you will usually get on the phone. She can answer almost any question you might have regarding permitting and development services.
